InThe Wind Waker, Skull Necklaces can be obtained from two sources: as drops from Moblin enemies, or contained in various chests around the world.

When you encounter a Moblin, use your Grappling Hook and aim it at the enemy first. Connect with a hit, and you’ll rob them of an item from their item pool. In the Moblin’s case, hitting it with a Grappling Hook has a high chance to yield a Skull Necklace as long as it is wearing one.
